DEQ SEEKS COMMENT ON DRAFT IDAHO POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT FOR Albeni Falls Dam PROPOSED ACTION: The Albeni Falls Dam applied to the Department of Environmental Quality (DEQ) for an Idaho Pollutant Discharge Elimination System (IPDES) wastewater discharge permit for its hydroelectric facility located 2376 East Highway 2 Oldtown, Idaho. The DEQ is seeking public comment on the draft IPDES permit, associated fact sheet, and application for the Albeni Falls Dam hydroelectric facility. This draft permit authorizes the discharge of noncontact cooling water and sump water year-round to the Pend Oreille River for five years. The permit identifies the pollutants of concern and specifies associated discharge limits. Additionally, the permit specifies monitoring and reporting requirements necessary to ensure compliance, protect human health, and assure the integrity of Idaho’s environment. PUBLIC COMMENT PERIOD: Notice is given that DEQ has scheduled a period to receive public comments. Written comments on the draft permit and fact sheet will be accepted through November 6, 2023, at 5 p.m. MST. A public meeting may be held if requested in writing by October 20, 2023. The draft permit and fact sheet are available for public review at DEQ’s state office (1410 N.
