Solid Waste contract tops BOCC agenda

SANDPOINT — A grant application for the Priest River Airport and a five-year contract with Waste Management are among the top items appearing before Bonner County commissioners Tuesday. 

The grant application would amend an earlier application for a Federal Aviation Administration airport improvement grant for a taxi lane and apron construction at the Priest River Airport. The amendment is needed, officials said, to factor in improvement costs not known when the county originally sought the grant.

According to information provided to the board, the amendment would increase the grant application request to $444,271 — an increase of $20,497. It would require the county to increase the amount of its matching funds by about $1,000.

"This amendment will fund AIP eligible costs where bids were not opened at the time the grant application was submitted," Bonner County Commission Chair Luke Omodt wrote in a letter to FAA officials in Helena, Mont.

A contract for rural collection with Waste Management of Idaho is also scheduled to appear before the board. The five-year contract would begin Oct. 1 of this year and end Sept. 30, 2029, Bob Howard, Solid Waste director, said in a memo to the board.

Under the contract, the county would pay $11.01 per ton for the operation of the transfer station, $95.78 per ton for transportation and disposal of waste in the county, and $47,735.84 per month for front-end load services at the county's 12 solid waste collection sites. The county has 10 attended sites in Blanchard, Careywood, Clark Fork, Dickensheet/Coolin, Dufort, Garfield, Idaho Hill, Midway, Prater Valley and Upland/Pine Street. It also has two unattended sites — Schweitzer and Lakeview.

As part of its consent agenda, the Bonner County Board of County Commission is slated to approve a pair of minor land divisions, Clark Acres and Shadow Green Estates.

The Clark Acres MLD seeks to divide a 10-acre parcel into two lots, one about 4.98 acres and the other about 5 acres. The lots would share a common well but have their own septic systems and power and be accessed off Wolf Lodge Trail. 

In addition, the board is slated to approve an invoice over $5,000 for the Bonner County Sheriff's Office.

The Shadow Green Estates MLD seeks to divide a 20-acre parcel into four parcels, all roughly 5 acres The property is zoned rural and the proposed MLD would meet the requirements of that zone, planning officials said in a memo on the proposal.

Asia Williams, the only commissioner scheduled to give a commissioner report, will update the board on upcoming Community Chat guests as well as discuss ongoing issues and concerns. Williams also plans to discuss possible litigation and pending workshops as well as take questions from the public.

The commissioners are slated to end the meeting with an executive session related to hiring with a possible decision regarding a court clerk's position.

A pair of batch claims are being brought to the board by Bonner County Clerk Michael Rosedale, the first totaling just over $1.539 million and the other, for EMS, totaling slightly under $40,000

Commissioners are scheduled to vote to reappoint three members of the Bonner County Airport Advisory Board — Airports manager Dave Schuck, Andy Berrey of Sandpoint and Bob Del Valle of Priest River. There are seven total members on the board.
