Why is the city reinventing the wheel?

Our City Council has approved $437,000 to an engineering firm to plan and design a new wastewater plant for Sandpoint. Really? Every city in our great nation has a sewer system plant, and enough plans and designs must be available to stack to the sky. Yet we taxpayers are to pay nearly a half million dollars for a new plan.

Seems to me we are paying this outfit to reinvent the wheel.
