SUMMARY OF CITY OF SANDPOINT ORDINANCE NO. 1414 Northern Lights, Inc., Electric Franchise AN ORDINANCE GRANTING NORTHERN LIGHTS, INC., ITS SUCCESSORS AND ASSIGNS, THE NONEXCLUSIVE RIGHT, PRIVILEGE, AUTHORITY AND FRANCHISE TO LOCATE, CONSTRUCT, INSTALL, OWN, MAINTAIN, REPAIR, REPLACE, EXTEND, OPERATE AND USE FACILITIES IN, UPON, OVER, UNDER, ALONG, AND ACROSS THE FRANCHISE AREA FOR PURPOSES OF THE TRANSMISSION, CONTROL, SALE AND DISTRIBUTION OF ELECTRICITY WITHIN THE CITY. Following is a summary of the provisions of Ordinance No. 1414. Ordinance Section 1 provides for definitions; Section 2 provides for the grant of franchise and payment of franchise fee; Section 3 provides for Northern Lights’ operations and maintenance; Section 4 provides for reservation of the City’s rights and powers; Section 5 provides for relocation or conversion of Northern Lights’ facilities; Section 6 provides for indemnity; Section 7 provides for franchise dispute resolution; and Section 8 provides for general provisions. Following is a summary of the provisions of Ordinance No. 1412. Ordinance Section 1 repeals Sandpoint City Code Title 6, Chapter 1, Section 12, Truck Route Violations. Ordinance Section 2 enacts a new Sandpoint City Code Title 6, Chapter 1, Section 12, Truck Route Violations, providing for definitions, application of regulation, establishment of truck routes and truck traffic within the City, and an enforcement provision, which states that violations shall be punishable as an infraction, with penalties and fines, as provided in Idaho Code section 18-113A and Sandpoint City Code Section 1-4-1. Ordinance Sections 3 and 4 provide for repeal and severability, publication and an effective date. STATE TIMBER SALE CR100500, CHICOPEE CEDAR A public oral auction will be conducted at the Idaho Department of Lands office, 4053 Cavanaugh Bay Road, Coolin, ID 83821, at 9:00 a.m. local time, on Tuesday, January 30, 2024 for an estimated 2,810 MBF of timber marked or otherwise designated for cutting. In addition, there is an unestimated volume of forest products that may be removed at the option of the purchaser. Prior to bidding, eligible bidders shall present a certified check or bank draft payable to Idaho Department of Lands, or a bid bond acceptable to the State, in the amount of $83,379.90 which is 10% of the appraised net sale value of $833,799.00. The successful bidder’s deposit will be forfeited to the State should the bidder fail to complete the contract. The State will not accept bids from parties who are delinquent on payments on existing state contracts. The average starting minimum bid price for Cedar is $734.10 per MBF and for Non-Cedar is $224.06. The sale is located within Sections 2, 3, 10, & 11, Township 58N, Range 03W, B.M., Bonner County, State of Idaho. Sale duration is 3 years. The sale may include blowdown and/or insect and disease infected timber which may result in additional volume and recovery reductions.
