Ryin Donahoo, 34, of Blanchard was cited near Highway 41 and Blanchard Cutoff Road at 8:17 p.m. on a charge of no insurance (second offense) and possession of marijuana; and Mindy Larson, 45, of Rathdrum was cited at the same time and location on a charge of possession of marijuana.
