A question about citizen initiatives

A bill is being introduced in the Idaho Legislature as I write this letter which would require a 60% vote to pass a citizen initiative. The argument in support of the bill is that there is too much money coming from out-of-state donors.
It looks to me like raising the bar to pass a citizen initiative would probably increase the amount of money coming from out-of-state donors to help get over a higher bar.
A question: Does it seem that way to you?
Here's an idea: pass a law making out-of-state donations for or against citizen initiatives illegal.
