Pair arrested in lewd conduct case
KOOTENAI — Two Bonner County residents are facing lewd conduct-related charges related to a Jan. 10 offense.
Brandon Sovan Veach, 21, is facing a charge of lewd conduct with a child under 16, while Rowan Charles Ramsey will be facing an aid and abet lewd conduct with minor charge. Both are scheduled to be arraigned March 11.
The pair is being held at the Bonner County Jail with bail set at $200,000.
Veach was originally arrested Jan. 13 and held on an $80,000 bond. The case against Veach was continued twice before being dismissed without prejudice Feb. 19.
When a suspect is dismissed without prejudice, the charges are dismissed but can be refiled at any point. Dismissal without prejudice can occur when a change needs to be made to the original charges or case.
Veach was arrested a second time Thursday, Feb. 27, after Bonner County Sheriff Daryl Wheeler posted on the department’s Facebook page that a search warrant had been issued. Ramsey, 20, was arrested two days prior to the post.
According to a probable cause affidavit, law enforcement alleges Veach and Ramsey entered the victim’s bedroom, bringing alcohol and supplying it to her. At the time, Veach was the only one above the legal drinking age.
When the victim’s boyfriend called to check in, he allegedly heard Veach and Ramsey chanting “drink...drink...drink” toward the victim, according to the documents. When the boyfriend and several of his friends went to check on the victim, they allegedly found Veach sexually assaulting the victim while she was passed out, a probable cause affidavit contends. Documents do not indicate where Ramsey was during the alleged assault.
Both Veach and Ramsey left the victim’s residence after being confronted by the several alleged eyewitnesses.
