The Idaho Republican Party adopted a rule intended to limit crossover voting in Republican primaries at its winter meeting. The final version is different from the original proposal after amendments from state central committee members. But Republicans at the meeting came away with conflicting interpretations of the rule — including specifics of the waiting period required before certain Republican voters can participate in primary elections.

LEGAL NOTICE The Idaho Department of Fish and Game was informed by the Bureau of Fisheries that the proportions of natural and hatchery origin fish migrating to terminal spawning areas and hatchery facilities in the Salmon River Basin upstream of the Little Salmon River are increasing in the mainstem fisheries in the lower and upper Salmon River in recent weeks. Adult returns of the natural origin populations are estimated too low to sustain any incidental hook and release mortalities associated with the mainstem Salmon River fisheries. Returns of hatchery origin salmon destined for the South Fork Salmon and Pahsimeroi rivers are likely insufficient to meet broodstock requirements for those programs and cannot support any harvest in pass through fisheries in the lower Salmon or the upper Salmon rivers. To minimize fishery impacts on these hatchery and natural origin fish destined for terminal areas upstream of the Little Salmon River, and the section of the terminal area in the upper Salmon River upstream of the mouth of Valley Creek, the Fisheries Bureau recommends closing the Lower Salmon River from the Highway 95 Time Zone Bridge upstream to a posted boundary at the mouth of Short's Creek and the section of the upper Salmon River from the Highway 93 bridge 0.3 miles south of the junction of Highway 93 and Highway 75 upstream to the posted boundary upstream of the mouth of Valley Creek effective the end of fishing July 2, 2017. Pursuant to his authority under Idaho Code Section 36-106(e)(6)(A), the Idaho Department of Fish and Game Director hereby closes the Lower Salmon River from the Highway 95 Time Zone Bridge upstream to a posted boundary at the mouth of Short's Creek and the section of the upper Salmon River from the Highway 93 bridge 0.3 miles south of the junction of Highway 93 and Highway 75 upstream to the posted boundary upstream of the mouth of Valley Creek effective the end of fishing July 2, 2017. The Kootenai Tribe of Idaho, and Idaho Department of Fish and Game will be adding liquid nutrients (nitrogen and phosphorus) to the Kootenai River. The discharge point will be at the Idaho-Montana border, near Leonia, MT. The treatment dates will be approximately July 13 to the 30th of September, 2005. The effective treatment distance will be to Bonners Ferry, Idaho. The nitrogen solution consists of urea-ammonium-nitrate and the phosphorus solution is a mixture of ammonium-polyphosphate. In order to allow proper mixing for safe drinking water, water should not be taken from the river within 100 yards of the discharge point; swimming should not occur within 50 yards of the discharge pipe. Location of the discharge point will be clearly marked for those boating nearby (approx. 200 meters below Leonia Bridge). Boating activities will not be affected.
